Irfanview is a perennial favorite of mine, and I also like XnView for managing photo collections (it does much of what I paid good money for in ThumbsPlus, but XnView is free).

… which I’m running on the Gnome desktop in Ubuntu Linux, although it was written for the KDE desktop. Works great, and I can export the collection to HTML, XML, CSV and other formats for cross-platform versatility. Although I’m only using it for music now, it is set up to catalog video and other collections. It retrieves data from online databases such as the Internet Movie Database, making the job of cataloging much, much easier.
