If you are only using a single browser, that is the program that will be launched when you click an HTML file, type in a URL from the run command, and so on. However, if you are using more than one browser, you may have a preference as to which one is the default.
You can configure Internet Explorer to be your default browser by opening the Internet options dialog box (Tools | Internet Options). From the window that appears, click on the Programs tab. Place a check beside the option at the bottom of the box “Internet Explorer should check to see whether it is the default browser.” Now, each time Internet Explorer starts, it will check to see if it is registered as the default browser. If it is not, it will prompt you to restore as the default browser.

When you figure out how to make FireFox the default browser under Windows Vista, let me (us) know!
Best,
