Just as you may have someone managing your paper-based mail, Outlook includes a similar feature that lets you give another person access to your Outlook folders. This is referred to as Delegate Access. You can grant someone permission to open any of your Outlook folders, read and create items on your behalf and respond to requests. You can even determine the level of access the individual has over your folders.
To give a user Delegate Access to your folders:
- Open Outlook
- From the Tools menu, click Options
- Click the Delegates tab.
- Click Add.
- Locate the name of the contact you want to delegate. Click Add.
- Click OK.
- Select the user from the list of delegates and click Permissions.
- Set the type of access you want to give the delegate.
- Click OK.
- Click OK to close the Options window and save your changes.

I do not have a Delegate tab on my Options menu. Upon searching the help files I finally discovered that delegate only works if your folders are located on a server. It is not available for personal folders on a local machine, which is what I suspect most of us have.
