Is The Apple TV an Always On P2P device?

Robert Cringely seems to think that the Apple TV, Apple’s upcoming media center, is going to operate as a node on an iTunes powered peer-to-peer network.
“If the Apple TV is plugged in it is turned on. Did you notice that? That means the hard drive will have at least the capability of running 24/7. Now envision a BitTorrent-like file distribution system that is controlled primarily by iTunes, rather than by you or me,” says Cringley. “A centrally controlled P2P system is VERY powerful because it allows for the pre-positioning of content.”
Since the Apple TV comes with the hard drive which it seemingly doesn’t need and the super quick 802.11n and 100Mbps Ethernet connectivity he might be on to something here. But, what will the ISPs say? They’re already cutting people off for using too much of their “unlimited” downloads.
