Stun Gun Used on a Handcuffed Woman

There were many interesting responses to an article posted on the University of Florida student who was subdued with a Taser. For example, a comment from Dave states: “…Those of you who are not trained as a taser operator like me, and only have heard rumors about tasers can not have an opinion…”

It would be good to know why a handcuffed woman was shocked:

“(CNN) — An Ohio police officer has been put on paid administrative leave after his own police cruiser’s dash camera captured him using a stun gun to subdue a handcuffed woman, an attorney for the city of Warren, Ohio, told CNN on Thursday.

…According to Officer Rich Kovach’s own police report, he shocked Heidi Gill, 38, seven times — twice after she had been handcuffed.”

What would the authorities have done prior to having stun guns available to them? And at what point do these electrical jolts start doing permanent injury? Seven? Eight? …

That was really twisted video footage, though I am not surprised. I have experienced, and heard many stories from people I have known of police brutality. In my younger years, my brother was a cop, and he would ‘practice’ on me his ’self defense training’. I was about 12-13. He even did a neck lock, and made me pass out. A large percentage of people become cops due to personal power issues, and they get off on abuse. The constant exposure to violence also causes them to change as people. Wife abuse amongst cops is extremely high.

Why are people having a fit over taser use? The taser was developed as a safer alternative to batons, saps, etc. I have been tased for training reasons and while extremely uncomfortable (notice I didn’t say painful or harmful), it is not a life changing event. Those who automatically condemn its use here obviously have no knowledge of what the effects are other than speculation or rumor. At least go to the Taser International site and get educated a little bit. Also realize that these devices have prevented many injuries for police and suspects alike. The taser is not meant to punish, it is meant to bring a suspect under control who may injure others or even themselves.

I beg to differ with RT who claims that being tasered is not “painful” and is safe. Try asking victims that have been repeatedly tasered and the 150 confirmed DEAD after being tasered.
This officer was clearly out of control and should be fired!

Only in America do police and school teachers get paid vacations for breaking the law. I love this country but it is sure weird sometimes.

She deserved it, period. Jackass drunk woman out of control. Not only that, the officer maintained his professionalism. The alternative was to do what? Use his slappy stick on that woman?

The core of Law Enforcement Training is escalating force based on the levels of force (officer presence, verbal commands, soft empty handed control, hard empty handed control, intermediate weapons, deadly force) and the threat present. I am one who normally sides with the police on these matters but based on the size of the officer and the size of the woman I believe he skipped a few steps in successfully taking care of the the “threat” It seemed he gained some sort of satisfation as he lead her around by the taser leads.

To me, the only astonishing thing about that video is that anyone would find the policeman’s behavior to be the most appalling aspect.

Yes Astonishing and Disturbing that Bubba Justice couldn’t just handcuff her and wait till she became exhausted.

Instead he acted like a Thug, showing who was Boss on camera for all to witness.

It’s easy to pick on a drunk, But it’s thugish to assault one.

people have to face the facts,socio-paths are not screened out very well and allowed into occupations of power(cops,priest,presidents,etc),,
this officer a large man,you’re telling me had/needed to use a taser on a small woman,,gimmie a break,this guy more than likely just like the big,fat beast of a cop that beat up that little woman working the bar in chicago,illinois a little while ago;is just the same fat and rejected by women and this is his way to get even,torture them with excessive force…no different from the socio-path the tortures,rapes or kills women and is called a criminal,these guys just hide behind a badge.fire him and press charges against him and lady sue the heck out of him and the county/state and the bar you were at!

It is high time that criminal charges be brought against police officers for brutality. If any person were to use the same kind of brutality against another person, that person would be arrested on the spot and charged with a felony, depending on the level of brutality. It is not enough to reassign or suspend with pay. The same goes for crooked politicians. The laws need to be applied equally to all with no exceptions for police or politicians. I am currently in Spain, and there have been a rash of scandals involving politicians here in Marbella and other places. Every single one of them were arrested and charged with embezzlement and corruption, including two former ex mayors and a police chief. There is no distinction here between civilians, police and politicians. The law will apply to everyone regardless of power, wealth or creed.

I’m a 38 y/o blk man…if I hadda been tasered, no one would know, with the exception of the police, but a white woman gets tasered and now we’re cryin’…she was drunk and disorderly…and that’s what she gets.

I’m a single mother of one and I feel her being a mother of two why was she that drunk??? and also whenever a bouncer at the club has to call the police to have someone removed from the bar they are being disorderly and I watched the clip and watched the news and i felt that this woman was out of order!! I don’t feel sorry for her matter of fact she still needs to be in jail for public intoxication and resisting arrest. I have watched alot of cops shows and I’m in school for law.. AND THEY SAY JUSTICE IS BLIND.THIS IS SUM B.S.

Ken,you are just an ignant bigot.ya,i suppose Rodney King was a big fat white woman in disguise…the only difference is,if this cop is re-instated and no charges,a bunch of white people wont riot and burn down ohio,unlike ur people did after thr Rodney King trial(you have alot to be proud of ur race) and probably b/c of those riots was one of the sole reason O.J. was found innocent,they didnt want ur people to act up and burn down L.A. again.
to the mother who said she deserved to be tased b/c she was drinking in a bar(you dont know anything about this person or what actually happened that nite)how quick for u to judge,typically stay-at-home white trash with nothing better to do..i bet that Ken is probably the dead beat dad of ur kids also.you both are worthless pieces of trash!

Just watch Cop’s and you will see police brutality at it’s best plus stun gun’s .
We have no law enforcement for the people just a legal army!

If the taser is so bloody safe why are a number of police departments suing the taser makers? And as to appropriate usage? Children in grade school for acting up? If cops want a safe job try Ben and Jerrys or Romper Room. Mybe shoot up some “old geezer” like me in a nursing home. Relying on cops”good judgement” is a joke!!! Until someone dies or some PD gets it’s ass sued off thePR “song and dance” will just go on and on.FIRE AT WILL MEN!

OK in My opinion this cop WAS WAY OUT OF LINE … but NOTnecessarily because of the taser usage. How professional was it when he kicks her in the butt and she topples back to the ground? That is usually the moment when they jump on top of the suspect pin their neck to the ground with their knee and apply hand cuffs. If he had handcuffed her then, she wouldn’t have tried to get back on her feet and slam her head into the car hood. Was that protecting both officer and suspect? And as far as taser safety… I don’t suppose he asked if she had any sort of pace maker or heart condition before he decided to zap her, did he? Cause even a 1 milliamp of current (loosely regaurded the threshold of tingling sensation for humans) across the chest could kill a person with an illness or disable a life sustaining electronic device.Also as far as the dude pulling race, Your right. A black man getting tased prolly wouldn’t even be noticed. But your not looking at the big picture the more yuppie drunk women that get tased the more of of an uproar there will be and the less police will be at liberty to use them at all! I would not trust a cop to give me the time of day, none the less be responsible for my safety. They believe they are above the law and most of the time they are right. Have you ever seen a police officer pull over another police cruiser for speeding without there lights on? How many times have you seen a police man flip on his lights to go through a red light and then flip them off. Two very good friends of mine are cops and they agree remarking that its almost comical, but they don’t care because they are entitled to do the same. Dammit, WHERE’S MY GUY FAWKES MASK!
