“If you have an RFID tag number, you can search for individuals associated with that number. In most instances this search will return at most one individual, since RFID tag numbers are unique and normally associated with consumer goods in the sole possession of one person. However, it is possible that a tag number may be associated with multiple individuals - for example, the merchant who sold the item to a customer may report the purchaser’s name to us (having obtained it through the credit card transaction record or via other means), and a subsequent match record may have been created by another merchant or other RFID scanner operator after the item was given or resold to another person.”
