CAUSE
This problem occurs when you apply the hotfix for Microsoft KB article Q818078 on a Windows XP-based computer. After you apply the hotfix, the following registry values are removed from the HKEY_CURRENT_USER\Volatile Environment registry key:

RESOLUTION” Please view the article. Microsoft KB article 818078 refers to a premature account lockout problem in Windows XP. There is a hotfix available for the lockout problem - and the hotfix causes the problems listed in article 824898 - but the hotfix availablity was mistakenly left out of 818078. Microsoft will be making the correction to 818078. Is that clear to you? I hope so: ’cause it’s barely clear to me… :-)
