A bill introduced by Rep. F. James Sensenbrenner, a Republican from Wisconsin wants to give webcasters a six-month reprieve from having to pay royalty rates. The reprieve is to allow the appeals case to complete before the rates kick in. The royalty rates were set by the Librarian of Congress last June and stated that webcasters would have to pay the recording industry a fee per song played, per listener. The rates are due to take effect on October 20.
