No, the app has nothing to do with toilets or cat litter. Actually, it’s a CSS parser and optimizer. And from what I have heard, it does a pretty darn good job, too.
CSSTidy is an opensource CSS parser and optimizer. It is available as executable file (available for Windows, Linux and OSX) which can be controlled per command line and as PHP script (both with almost the same functionality).
