My personal opinion is that if Apple wants to stop a competitor from putting applications on their App Store, they should be able to, without having to answer to anyone, including the FCC. But here is a link to the questions and answers.

http://www.apple.com/hotnews/apple-answers-fcc-questions/

Basically what they are saying is they haven't approved it, because it changes the functionality of voice mail and messaging by routing them through Google instead of to the phone. We all know how Apple refuses to give up control of any of their stuff, so this is not a surprise.

We also know that Google collects tons of data on everything that goes through their sites and will give it up in a heartbeat to any federal agency that asks. I use Google and like some of their offerings, but I don't think this is one I would want, anyway. If you do and don't mind Google having all of your contacts in their databases, continue to put pressure on them and maybe they will be forced to relent. If not, and you want that feature, get and Android phone, and a different carrier, because I do agree with you that AT&T isn't the best in show.
