Sneaky Charges for Free Upgrades of Windows 7

You seen this ploy. It happens repeatedly on sites such as eBay. A shady seller will offer an item for a real reasonable price. When you check carefully, there is an outrageous shipping fee attached. And this is a similar scheme that is being used with Windows 7:
“The free Windows 7 upgrades that Microsoft has promised buyers of new PCs powered by Vista are not always free, a consumer watchdog Web site says.
“To me, whether it’s $12.99 or $17.03, the charges are all outrageous,” said Edgar Dworsky, the editor of Consumerworld.org and Mouseprint.org. “It’s just a single disc they’re sending, and with media mail rates, it costs just over a dollar to mail.”"

This is really sneaky. The consumer is not that easily duped!

I just read the article you quote from - imagine that!
The problem is that people will pay</b? because they have purchased PCs, with the express purpose of having Windows 7, as the upgrade .
They certainly don’t want to be stuck with Vista. So they will pay, though they should not have to - but it is still less than buying another copy of Windows 7 outright.

Hello,
Is there any indication that people are receiving just a DVD in the mail? Perhaps they are receiving a retail package of Microsoft Windows 7. Also, what shipping method is being used to send the upgrade? If it is next-day (or even two-day) delivery, then this still sounds pretty reasonable.
