It is an annual ranking of the most expensive places to live. Moscow tops the list. The example given is a cup of coffee:
“…The Russian capital is the world’s most expensive city for the third straight year, with a cup of coffee in a Moscow cafe priced at $US10.40 ($A10.83) including service.”

London, England still holds second place. An example for London may be the parking. The high price of fuel is a given. However, if one drives a vehicle into London for an event, parking becomes an expensive problem. It would not be unusual that parking costs, just for the evening hours, are well over a hundred dollars. And that is if a parking spot can be found - or reserved. Factoring in the parking costs, driving to an event in London becomes a very expensive evening. Many people avoid the parking problems by using public transit, like the trains, and then cabs. Those costs seem like a saving by comparison.
