Apple Mystery - Thousands of iPhones Not Activated

Surely when one spends so much money on an iPhone, it is being used - one way or another. Fox News is reporting that over fifteen percent of the iPhones sold are not activated:
“Buried in the spectacular quarterly sales results Apple released Monday was a stunning fact: Nearly 18 percent of iPhones sold in the past four months can’t be accounted for.”

Could so many of the iPhones be hacked? A quarter million iPhone activations is a significant cash flow conundrum for AT&T.

Yep. I’m sure that all those people wouldn’t normally have gotten an iPhone if they couldn’t hack it. I know I wouldn’t.
