What roads are you using? Are you driving during heavy traffic hours? - The government will want to know. The government wants you to pay according to how you use the roads and according when you use the roads:
“…Oregon installed in the cars of willing participants computerized receivers linked to Global Positioning System satellites. The receivers recorded mileage and let drivers know when they were in the extra-charge zones, said James Whitty, manager of innovative partnerships and alternative funding for the Oregon Department of Transportation.”

It allows the government to tax drivers, based on how they use the roads. However, it also allows the government to build a data base to track you. A bit more personal privacy will have vanished…
