You must admit that it is a different approach. You even might say that it is a “classic” approach:

The tactic is designed to disperse young criminals who make drug deals at the bus stop or use public transportation to circulate between the mall and other trouble-prone places.”

There seems be one huge assumption behind this strategy. That assumptions is that people in these gangs do not like classical music. What happens if the people in these gangs like Bach, Brahms, Beethoven et al… then what?
