Mac OS X - Next planned release: Snow Leopard

Apple has released officially that the next major version of OS X will be code named Snow Leopard. Apple has said that Snow Leopard will not bring many if any new features, but the idea of the new release is to improve performance, stability, and better support multi-core processors.
The new Snow Leopard sounds more like a Windows Service pack to me. If there are no changes to the UI or any new features they should release it as a update to Leopard. A copy of Mac OS X costs around $129 which is not bad compared to the cost of a copy of Windows Vista which is $399. So pay for updates?
