I believe the download link in your post is actually related to this document: http://www.microsoft.com/products/works/HowToDownload.mspx I believe it's actually a security related upgrade, but it contains all files necessary for an install from scratch, and perhaps it isn't too picky about looking for valid qualifying products that are already installed.
